Revised Coal Laws will for the first time set the industry access system for the sector, the China Securities Journal reported Monday, citing sources with the China National Coal Association.

　　在上面的報道中，industry access system就是行業準入制度。Access在這里的意思是進入權，除了行業準入制度，還有其他各種準入制度，例如employment access system，market access system。Access相關的意思還有接近的機會，接近權，享用機會，享用權，例如：gain access to a countrys trading ports。

　　煤炭行業在過去幾年一直事故頻發，發生多起mine blast事故，并且還存在mine coverup，這些mine disaster中很大一部分原因是和煤礦管理不善有關，因此為了保證coal mine safety，設立industry access system十分有必要。
