Message from Ms Irina Bokova, Director-General of UNESCO, on the Occasion of the International Day for Universal Access to Information

教科文組織總干事伊琳娜·博科娃在“國(guó)際普遍獲取信息日”的致辭

Over two thousand years ago, Aristotle wrote: “All human beings by nature desire to know.”

兩千多年以前，亞里士多德寫道：“人天生渴望知情”。

To know requires having access to information – this fundamental human right is part of what makes us human, it is essential for inclusion and dialogue, it is a foundation for the rule of law and good governance, and it is vital for crafting new paths to sustainable development.

知情，意味著獲取信息。這是某種程度上決定著人之為人的一項(xiàng)基本權(quán)利，是寬容和對(duì)話所必需，是法治和善治的根基，是開辟通向可持續(xù)發(fā)展新道路的關(guān)鍵所在。

This is the message of the first International Day for Universal Access to Information, as decided by UNESCO Member States – this is why access to information is a key driver for taking forward the 2030 Agenda for Sustainable Development, to promote the human rights and dignity, to eradicate poverty, to build inclusive knowledge societies.

這正是教科文組織根據(jù)會(huì)員國(guó)的決定發(fā)起第一個(gè)“國(guó)際普遍獲取信息日”所要傳遞的訊息。因?yàn)楂@取信息，是推動(dòng)實(shí)現(xiàn)《2030年可持續(xù)發(fā)展議程》、促進(jìn)人權(quán)和尊嚴(yán)、消除貧困、建設(shè)包容性知識(shí)社會(huì)的強(qiáng)大動(dòng)力。

Equal and universal access to information is a powerful engine for positive change, widening opportunities to overcome inequalities, to reach the marginalised, to create and share knowledge, to discover other cultures, to strengthen the foundations of democratic institutions. In a globalising world, this right must be respected offline and online – the digital revolution must be a development revolution, drawing on the empowering force of new information and communication technologies, for inclusion and innovation.

平等并普遍獲取信息，是積極變革的主要推動(dòng)力，為戰(zhàn)勝不平等、惠及邊緣化群體、創(chuàng)造與分享知識(shí)、發(fā)現(xiàn)其他文化以及鞏固民主制度根基，提供了更多的機(jī)遇。在一個(gè)全球化的世界，這項(xiàng)權(quán)利無(wú)論是在線上還是在線下，都應(yīng)該得到尊重。數(shù)字革命必須是一場(chǎng)發(fā)展的革命，有賴于發(fā)揮新的信息通信技術(shù)的能動(dòng)作用，為包容和創(chuàng)新服務(wù)。

This means breaking down all barriers to access, in connectivity, in skills. This is the importance of strong freedom of information laws and their effective implementation. It was 250 years ago that contemporary Sweden and Finland adopted the world’s first right to information legislation, as recognised in the 2024 World Press Freedom Day Finlandia Declaration. To move forward, we must empower all women and men with awareness of their right of access to information, and we must advance media and information literacy skills so that all can harness this right for sustainable development.

這就意味著，應(yīng)該消除橫亙?cè)谕ㄍB接互通及獲取技能道路上的所有障礙。為此，有必要強(qiáng)化信息自由立法及其有效實(shí)施工作。正如2024年世界資訊自由日《芬蘭宣言》所述，二百五十年前，世界上第一部信息權(quán)利法在當(dāng)今的瑞典和芬蘭獲得通過(guò)。目前，為了取得更大進(jìn)步，我們應(yīng)該增強(qiáng)全體民眾的權(quán)能，提高他們對(duì)獲取信息權(quán)利的認(rèn)識(shí)，培養(yǎng)他們的媒體和信息素養(yǎng)，使每個(gè)人都可以充分利用這一權(quán)利為可持續(xù)發(fā)展服務(wù)。

These goals guide all of UNESCO’s action, to support governments and societies, to ensure every woman and man enjoys full and equal access to information that is essential for their rights, dignity and empowerment.

這些目標(biāo)指引著教科文組織的所有行動(dòng)，我們應(yīng)該支持各國(guó)政府和社會(huì)，確保每一個(gè)男女都能充分且平等地享有獲取信息權(quán)利，這對(duì)每個(gè)人的權(quán)利、尊嚴(yán)和自主自立來(lái)說(shuō)都是至關(guān)重要的。
